Support Contractor in Temporary Marine Traffic Management Plan preparation, it provides the logistic arrangement for construction material transportation by sea, the only access to 3RS site area. The plan identified all the all the marine constraints i.e. both sea and air requirements to develop the designated route for relevant authority approval under the Marine Management Liaison Group.
A Marine Management Working Group (MMWG) has been set up to monitor the works and assist in coordinating and expediting construction while maintaining the safety and efficiency of HK waters. MPS is involved to report the marine works status and propose mitigation measures to address the potential marine hazard generated by the project
A Temporary Marine Traffic Management with proposal of marine traffic diversion plan is developed, with an objective to maintain marine access with adequate width and depth during the critical main span installation and construction.
MPS carried out a construction Marine Traffic Impact Assessment to assess the impact based on Contractor’s construction scheme and support on the Temporary Marine Traffic Management to review the construction sequence and associated marine traffic route in both external access and internal logistic arrangement. Develop an evacuation and the execution plan to establish a feasible solution for evacuation of significant amount of construction traffic during the adverse weather event.
MPS carried out a Temporary Marine Traffic Management (TMTM) plan for the works to the satisfaction of the Relevant Authorities, provide consultancy service to the contractor in implement the plan and provide update on regular basis. The team also support the contractor in liaison with the Government department to get approval to the marine works under the Marine Management Liaison Group.
Conduct a MTIA is to identify the marine constraints associated with the proposed works and developed the temporary traffic management schemes (TTMS) as required. The study scope considers: * Hazard Identifications and summaries the marine constraints; * Assessment of Potential Impact of the marine traffic activities during construction and completion stage; * Review Safety Requirements; evaluate navigation width requirement considering the proposed works and traffic across the Victoria Harbour; and * Recommend Risk Control Measures; review of general safety measures for marine works and TTMS at specific waterspace with the Study Area
